What Is the Difference Between a Security Consulting Practice License and a SAIS/HCIS Security Consulting Qualification Document?

The two are often confused.


Many project owners assume that holding a Security Consulting Practice License is sufficient evidence that a consultant or consulting organization is qualified to undertake security consulting assignments for projects subject to SAIS requirements.


In reality, the two serve different purposes.


A Security Consulting Practice License is issued to individuals. It authorizes a qualified person to practice security consulting activities in accordance with the applicable regulations.


A SAIS Security Consulting Qualification Document serves a different purpose.


It is issued to consulting organizations that satisfy the applicable qualification requirements established by the regulatory authority. This includes the existence of a legal entity, qualified personnel, approved consultants and engineers, and relevant project experience.


The distinction becomes important when selecting a consultant for projects that require security studies, security engineering services, security design reviews, project qualification activities, regulatory coordination, or support for projects subject to SAIS requirements.


Such projects typically require more than the services of a single individual consultant.


They require a qualified consulting organization capable of delivering services through a multidisciplinary team with the necessary expertise, resources, and organizational capability.


For project owners, the issue is not whether a consultant holds a valid practice license.


The issue is whether the consulting organization possesses the qualification required to undertake the assignment.


Confusion between these two documents can lead to incorrect assumptions during consultant selection, procurement activities, and project planning.


Both documents are important.


However, they are not interchangeable.


When selecting a consultant for a project subject to SAIS requirements, project owners should understand the role of each document and ensure that the selected organization possesses the qualifications required for the intended scope of work.


A practice license authorizes an individual to practice.

A qualification document recognizes an organization's capability to perform.
